"Flex" is the distance you can easily move the center of the belt vertically with your fingers. Free play is another term. A toothed belt acts very much like a chain. You don't want it too tight. It doesn't depend upon friction between the belt and the pulley like a smooth belt (fan belt). If your belt feels tight, it's probably too tight.
